Even if it looks like a feelgood story, the cop was actually doing his job.
If the dogs had run out, they could possibly cause an accident from cars swerving and braking. Looks like he was keeping them calm and occupied until AC showed up.
Someone had to handle the situation. Who else but a policeman?
