Many gun schools out there teach this "shooting on the move" concept, but get too elaborate on the subject.
Enter Matt Graham who teaches people to shoot for hobbies and self defense takes a very pragmatic approach. There isn't any special technique to learn, it's something that we've been doing since we could walk.
That's right just walk normally. Now put a gun in your hand, the trick is to walk without bouncing your front sight up and down.
You can read about it, but it's better if you watch and listen to what Matt has to say on shooting on the move.

Don`t need it-
Shoot from the hip or thorax.
Any mountaineer ratpopper knows that you can aim from the hip/thorax running without sight aiming
and bypass the eye/brain nexus.
Just use the spinal cord reflex built by practice.

That kind of “relfex” takes a lot of practice in football. I have developed that reflex with a rifle, at close distances. But with a pistol? That takes a lot of practice. A real lot of practice.
A critical piece of information is missing. The big picture.
Are you advancing on your target, or are you retreating from your target? That’s all the difference in the world.
If you are advancing on your target, the majority of the time you shouldn’t be. So unless there is a really compelling reason, you should reassess your situation. There is a good probability that you are making an okay situation bad, or a bad situation awful.
If you are retreating, you may be shooting solely to enlarge the gap from whoever is pursuing you, because the further away you are, the less of a target you are. As well, you are likely looking for cover as well.
If that's all you have. More is always better when it comes to Ammo.

If you’re not on a SWAT team, I suggest you take cover and fire from a good position.
Ed McGivern, the incredible trick and speed shooter from the 30’s had a method for shooting (one handed double action) while running. The key was to time your shots with the planting of your forward foot.
