“You Consent to Being Recorded When You Drive This Car”
Won’t do. Could be litigated as a civil rights violation.
Unauthorized use maybe, like bait car.

What happens in Vegas DOESN’T stay in Vegas with new street lights that can record your conversations

Wa state is like DC..two party consent for recording audio to make it harder to catch crooked politicians.
However...WA state also has recent case law making a person’s vehicle almost an extension of their home as it lertains to privacy, searches by police, and seizing of evidence.
I wonder how that will play into recording in your own vehicle when somene steals it or when a valet is parking it.
You’re comparing apples to oranges. There is no state action in the recording of a conversation by a private party on private property, so no federal civil rights violation. There may be a violation of state wiretap laws or an invasion of privacy if a recording is made but only if it is made without knowledge. Privacy cannot be invaded if there is no expectation of privacy.
When I went to Langley in Va...you drive in and they put a sign in your car that you have given up all rights...they can search your car, you etc etc...
That was years ago...
