I am far from an expert, but looking at the footage the “ghost” was recorded on it’s pretty obvious it was recorded on video tape and not digitally...
A decent digital 16 camera system is only about 10 K at best....
I’m surprised they have not upgraded....

The image replayed for the news report may have been on tape, but the officer says he saw it happen “live” on the monitor. Unless the monitor input is somehow taken off the recorder reading the just-recorded tape...
