Now... WHY did the author choose to insert this particular language into the sheriff's statement? This completely changes the tone and meaning of the statement. The 2nd Amendment protects everyone.
At least everyone who doesn't cede that protection.

Because ‘his citizens’ are the people living in his County, where he is the top law enforcement officer.

He was just referencing the Sheriff’s community as being the ones he’s willing to throw down for. I don’t see a problem with the reference.
