Because ‘his citizens’ are the people living in his County, where he is the top law enforcement officer.

But he didn’t say ‘his citizens’. He said ‘citizens’... meaning he will defend the rights of all citizens.
The author is trying to change the meaning.

This statement is also misconstrued. The sheriff is not predicting a large scale rebellion in his county. The sheriff is predicting large scale rebellion.
