I saw an interview with the creators of Rocky and Bullwinkle several years back. They were a husband-wife team that retired from Hollywood as animators and writers. They did the cartoon as a retirement project just to have fun. They did all of the voices as well.

What does Boris Badenov mean? Badenov = Bad Enough Yes, but the name was chosen as a backward play on the name, Boris Godunov ("Good Enough), immortalized as an opera by Mussourgsky about a czar of the same name. Lots of plays on words here, as was the case in almost every sentence uttered in the Rocky and Bullwinkle show. Sheer genius.
