Allow?

Government should not RESTRICT the 2nd amendment in any way.

The King will Allow YOU to hunt on his lands just once a year....

The King will Allow you to speak you mind in your own home but Not the public square....

Real Laws start with this: The Government SHALL NOT INFRINGE upon your right to DO (insert Natural right here).

The college in question is private (Dartmouth) and hence is private property. Thus it does become a question of allow.

On a state university, you would be correct. Of course you could end up with oddities like the college where I work in which the students are free to utilize their CCWs, while I am not (it is against employee policy). Our director of campus security quit over that point since it was so dumb (he did not object to the students carrying, but rather he not being able to do as as well).
