Cop Arrests Man, Forced Him to Leave Family Pet on the Side of the Freeway to Die

On July 13, Josie Garcia’s husband was pulled over by Houston PD for failure to use a turn signal.

The routine traffic stop lead to a search and prescription drugs belonging to the passenger were found. Both men were subsequently arrested and the SUV was impounded. Charges against her husband were dropped days later.

Unfortunately, Garcia’s 14 year old chihuahua, Guero, was along for the ride.

As the men were being taken into custody and the SUV towed, Guero was removed from the vehicle and left on the side of Highway 59.

Garcia’s husband plead with the officer to let him call someone to come get the dog or for the officer to call animal control, who’s shelter was only 2 blocks away.

The officer refused, claiming the dog would be fine.

For the next 3 days Garcia put up missing posters and searched for her beloved pet. Eventually, she received a call to let her know where he was.

Guero had been found, dead, on the side of the highway not far from where the men were pulled over. The elderly chihuahua was nearly blind from cataracts and had been hit by oncoming traffic.

I kind of disagree with you. The poster to you perhaps is out of line a bit, but I don’t think Police departments should ever be allowed to investigate themselves. Internal affairs or no. Ever. <— Period. Because self-internal investigations are used to white wash far to many times.

WHAT PROOF WAS THERE THAT THE DOG WAS EVEN IN THE VEHICLE?

And you must be a fool if you don’t think that these people didn’t come up with this BS sob story to get out of trouble.

“Oh my beloved little dog was in the car, and the mean ol cop threw him to the side of the road after my husband was arrested, blah blah blah blah blah....”

I bet the barking rat was already roadkill somewhere else and the wife fabricated the story to try to 1.) get the husband out of trouble, and 2.) get lots of taxpayer’s $$$$$$$ from some settlement or other.

So the dog had been dead before all this, and they kept the dead dog, until they could find a way to use it for big $ settlement?

Tell me Mr. trooper, are you suggesting this was all planned out later and the elderly chihuahua who was nearly blind from cataracts wasn't hit in the same area by traffic and days later Mr. Garcia and his wife went back to the scene, days later, and planted the dead dog, after beating it with hammers to make it look like it was hit by a car?

And what proof was there that the barking rat was even in the vehicle in the first place?

Stop evading the questions mr. trooper.

Did the run over their own old dog to make it appear as if it were hit by a car?

It’s not just going to be the IA doing the invesigating.

And FYI most IA divisions are hated by the rank and file cops for being snitches, backstabbers, etc.

But then again a vast majority of the cops are not anywhere near as bad as the mouth foamers make them out to be.

Exactly, there should be citizen review boards for this kind of stuff. I’ve seen too much swept under the bureaucratic rug.

It’s time the citizens take back control of the government and law enforcement.

Citizen review panels commonly called Blue ribbon panels generally have no legal authority (if at all).

Perhaps an independent Grand Jury of sorts, but even this would be subject to intimidation and coercion in most cities.

And as far as him turning without using a turn signal goes, if I had a dollar for every time I have saw a cop making a turn without using their turn signal...

Let's remind readers of what really happened here. And just to be sure, one has to piece it together from the story.

1. The story says that they were first pulled over for failing to use a turn signal.

2. Later in the story, we learn that the car was left on the side of Hwy 59.

We must conclude that the failure to use the turn signal was during a lane change, as there are no corner turns on Hwy 59. It's essentially one of two major north-south freeways in Houston.

So the cops pulled him over for not signaling a lane change on a freeway notorious for weaving traffic.

If I had to guess, I'd say that there was some profiling going on here.

I don’t care if they found tons of PCP and both men were serial killers- nothing justifies the LEO leaving the dog on the side of the road. Nothing.
