As someone who lived through the Cuban missile crisis, and can remember the weekly (in our case Friday at noon) air raid warnings, and the duck and cover training at school, this was a real threat.
WWII was less than 20 years in the past.
The Soviet Union was a real threat.
Would air raid shelters actually work, most likely not since they did not take into account what you do when the attack is over. But that is not how you have to look at it.
People were scared. What could a father do to protect their families. This was one option.

I get a kick out of photos from the 1960s because the men always wore those dark suits with white shirts and ties - all Mad Men style. Even if it was 90 degrees outside and tropical. Hell, even Dick Nixon would walk the beach in a pair of stiff wingtips. Although when he was daring, he'd remove his tie.
The women, on the other hand, knew how to live. Dresses light as a feather, usually reclining by the pool with a drink of wine in their petite little hands, without a care in the world. All Jackie style.
