When I think of Laz, I believe you are spot on...no pun intended!
The system has been hacked since it first came online. A friend, also in telecom told me that most government spooks didn’t know how to use the system very well but the mob could afford to train their hacks so they were much better versed at using it to their advantage. Privacy has been an illusion for a long time now.
