Clinton had to be dragged kicking and screaming to sign the welfare reform which led to the balanced budgets. The economy swelled only because he did not meddle in the new Silicon-Valley type economy. He took office just when the economy began to recover in Bush pere’s last quarter and he left office with the dot.com time bomb. Speak of right timing!
