When I owned my own software company, the state audited my company because our sales tax figures were "low". We pointed out that the vast majority of our sales were to tax exempt institutions (mainly colleges and universities). Still they demanded all of our data for the last 10 tax years, which took two full time employees 4 days to collect. In the end, we owed them nothing. I sent the State a bill for 4 days pay for the two employees. When I asked where payment was, they said they are looking into it. That was 31 years ago.
