Failure to do so should be a class 1 felony offense punishable by 10 years in prision per each count. Leaving enforcement to the whim of an elected official is a the first step on the path to a politicized judicial system. Going after the criminals anso includes statesand district attorneys and malcreant judges. Penalties for perversion of justice by government official needs to be not only severe but sure.
