It isn't a risk, it's a certainty. Taxes do two things simultaneously: discourage the activity taxed, and raise revenue for the government. These act against each other, and you can't separate them. Socialists mistake this for redistribution, but it's actually only theft with the government the beneficiary.

They didn't learn their lesson with Boeing that warned years before moving that unless they changed both their policies and anti business taxation and non support Boeing would leave. And they eventually followed through. Seattle then dismissed the power of Boeing leaving as they had all this tech business coming into to replace 'old manufacturing.'
