It addition to this latest problem, Portland is a cesspool of the homeless, transients and mentally ill. Certain areas are to be avoided especially at night as a group of us visiting in March found out. We had eaten at a (nearly) deserted Chinese restaurant and were walking back to our lodging when a mentally ill Black man accosted us with verbal vitriol. He followed us threatening us but not approaching to within a few feet. When we didn’t respond he eventually grew tired and rode off on a bicycle.
