CNN doesn’t “broadcast”. They are a cable network and not under the auspices of the FCC like an over-the-airwaves broadcaster.

REFERENCE-—The Federal Communications Commission (FCC) is an independent agency of the United States government, created by Congressional statute (47 U.S.C. § 151 and 47 U.S.C. § 154).

The FCC regulates interstate communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia and US territories.
