Those were arms sales to other countries (Saudi Arabia arms deal, anyone?) which are driven by the President and the Defense Department, and are reviewed by Congress prior to being made.

Yes, the State Department has to approve arms sales but to try to tie them to Comey and act like they were contracts with State is silly.
