Great moments in local governance.
City councils do this, of course. My city council is just as liberal, and they passed a resolution last year refusing to do business with North Carolina because of the transgender bathroom law. I’m sure North Carolina is dreading the imminent collapse of its economy without the dollars flowing from Royal Oak.
But just because it’s common doesn’t make it any less absurd, and it’s all the more absurd when your gigantic city is awash in problems of its own - and could really use some focus from its leaders on solving those problems. Instead, Los Angeles taxpayers are paying their elected officials to do this:

They are, of course, wrong ... and purposefully ignore recognition of the people who live the expansive land area of California 50 miles inland of the coast which is solid conservative.

A much more serious question is how does conservatism, finally, make successful political inroads, throughout all of the worlds’ cities? In the U.S., whenever the GOP does win any political offices from within cities, they are, almost always, RINO Republicans! A super majority of U.S. city voters are far leftist, and the divide between the political left voters and the political right voters, within ALL U.S. cities, isn’t, even, close! If it wasn’t for the existence of the electoral college, then the political left would, always, determine who all future POTUS picks will end up being, while U.S. conservatism would, always, be a political minority!
