Whether you believe President Trump or not - maybe it's the truth, maybe he's saying it to make a point or force a situation - whatever. Regardless of that, I have to say there is nothing, nothing I would put past obama. I believe it is something obama would have done without hesitation if he thought he could benefit from it.
