So because it's not in the Constitution, it something that is not in the National interest. "To boldly go where no man has gone before" Nothing more American than that. Make it So. I say. 😉

The problem is we do not know how to construct a working ship able to rotate its crew quarters supplying centrifugal force to simulate gravity - despite the Hollywood concepts.

The real problem is lose of sight - it seems the eye parts begin to collapse under prolonged weightlessness leading to eventual blindness if the condition becomes long term as in present propulsion engines mandate for a trip to Mars.

Both the Moon and Mars have adequate gravity - the trick with Mars is getting there and back with one’s eyesight intact.

Both bodies have significant problems with meteor strikes and radiation - the solution for both is to build all the main structures underground, with any surface structures built with water-filled walls to minimize radiation. (The water can be either from underground sources or from catalytic conversion of the soil.)

Building a Moon base first has the advantage of real life testing of the tech, engineering and building methods, plus its easier to fix a screw up on the moon from Earth.

It has not been done for several reasons - we had the tech, but not the political will to use it; because, according to an undocumented conversion with Neil Armstrong, we were warned to stay away. Pick one.

Seriously. Why?

I grew up reading Asimov, Clarke and Heinlein. I was glued to the TV for the Apollo moon landings. I am all in favor of space exploration. But what would we accomplish landing men on Mars that we could not accomplish far more cheaply, quickly and safely with robotic probes?

We are never going to colonize Mars. There is no reason to. It would be much easier to colonize Antarctica and the bottom of the Ocean.

Money is much better spent developing the technology to send robotic probes to Mars, Europa and someday the adjacent solar systems.

Mars has two moons but they are small-probably why there is such a slight magnetic field...

Yep those outpost on the ocean floor and on Antarctica will fare well when one or more 2 km rocks hit - its just a question of time.

Which is why if we want to survive as a species - and many here apparently feel that species survival costs too much - we must colonize off-Earth Mars Moon and any other body we can.
