Michael Norten explained in his little book (Unlocking The Secrets Of The Feasts) that these were Temple Shepherds, in the Migdal Eder, the tower built to overlook the fields where the Ewes were birthing the lambs.
The Shepherds were watching for the lambs born without spot or blemish, to be scooped up and taken into the shelter, wrapped in cloth strips and placed up into a manger so they would not get trampled or injured before being in the hands of the families who would present the lambs for the Passover sacrifice!
The tower remains were not long ago discovered in the fields around Bethlehem.
When such a lamb suitable for the Passover was presented to the family, their family name was inscribed on a tag to be place with the lamb so after the sacrifice the family would get back the one sacrificed for their family. Remember the placard that Pilate had made to go above the Cross of Jesus? The placard was written in Latin, Greek and Hebrew. The first Hebrew letters of that inscription spell YHVH, the family name of those for whom The Lamb of God has been sacrificed.
