The 12th amendment stipulated majority of appointed electors. If the recount states don’t have electors voting, they are not deemed appointed and it would be the majority minus the not appointed electors.

I think it is well established that the College of Electors meets and the MAJORITY of their votes elects the president.

If ALL electors are eligible, the number of votes needed would be 270.
If some electors are not available (recount dragging on) then the majority of eligible electors (a number less than 270) will make the decision.

Trump cannot be stopped.

Re read the Constitution. President is elected by a majority of “CERTIFIED electors”. Not “270 electors”. After all how many electors were there in 1810? I wager a dang sight fewer than 270. If the electors of WI, MI, and PA aren’t certified, they simply do not count at all and the majority winner of the rest of the electors becomes President. Without those three states it’s Trump 266 and Clinton 232. IE, he wins with the majority.

And when would all this occur? The 2016 Nov election winners don’t take office
until 2017. So is it the outgoing House that does the voting, one per state?

Look at the election of 1872, Louisiana and Arkansas both declined to have an Electoral Vote.

Grant was the winner. If the states can't or don't hold an Electoral Vote, the Vote still goes on.
