While that is true, I would then think that this man who was arrested would have not been. I think position plays a bigger role in this case. Perhaps it is because the differing localities involved. Maybe it should be enforced at the Federal level. My point is that if one is arrested than the other should be arrested as well. Just pointing out why people have problems with laws in general when there is a misapplication of it. Where some are subjected to it while others get a pass.
