Trump has vision.
Most people would call for a building like that to be demolished, and replaced with some bland black glass tower.
Trump saw the potential of this architectural jewel in the rough, and then developed it.
Trump is a builder, and I have a great respect for true builders and their vision.

It means “an enclosed area, typically roofless and arcaded, within, internal to, or attached to a building.”

As a New Yorker, this is the building I associate most with Trump. And the most with black glass towers. Unlike the DC hotel, he's responsible for its outward face. In fairness, it is a cool black glass tower, and it was pretty cutting-edge in its day. I'm not criticizing him, only the irony of your word choice.
