I think when she was that big Negro male on PCP she just got “ Buck” fever.
I am not 100% positive. Maybe they didn’t know this was someone with drug problems, one of the privacy issues raised with the wants-and-warrants. They know he’s wanted for some legal process, they don’t know what other demons are likely to be driving him.
Maybe she shot too soon; maybe the others tazed too late. Hands up don’t shoot, fine... but that doesn’t have to be hands up don’t taze when the person accosted is believed to be erratic.
