Even at muzzle velocities generated by a 12ga shell, I don’t see these projectiles doing much penetration on a human body. Superficial wounds at worst. But at point blank range...it could hurt.
Why not use a flèchette round designed for the purpose.
I think two cannon balls attached by a chain used on ships in the 1700s is scarier..
