WASHINGTON, Aug 9 (Reuters) Satellite photographs taken in late July show China appears to have built reinforced aircraft hangars on its holdings in disputed South China Sea islands, a Washington-based research group said.

I didn’t write the headline, so can’t help you with that. I s’pose as the aircraft were shopped into the image as speculation they of publishing concern perhaps thought it best to use that word as it goes well with speculation. I don’t really know this, just speculating.
My comment wasn’t aimed at you but at the person who wrote the article. I mean, you can see a freakin’ military base and they ‘suggest’ there may be one?
