That's exactly what China did in Mao Tse Tung's "GREAT LEAP FORWARD" in the late 1950's to early 1960's.

City people don't know how to farm and that was one of the causes for the program's utter failure. The program led to widespread famine known as the "Great Leap Forward Famine".

Estimates are that the "GREAT LEAP FORWARD" caused somewhere between 20 million and 40 million deaths, primarily due to starvation.
