I found that to be the better option. It’s better to have a known quality of homeless be allowed on your property to keep the lesser quality off.
It’s
also a point of ministry. If he’s a good guy and is just trying to get back on his feet, having an address is an absolute necessity.

yep....an address for the homeless is helpful. We had set up a Community Resource Center close by that not only gave them an address but access point for services ie substance abuse, mental health, computers, job center etc..

At this point I've lost faith in expecting the 99% of those in need having an interest in learning to take care of themselves much less be a part of helping others ....
