The District of Columbia (D.C.) City Council has passed a measure that would pay people $9,000 a year to NOT commit crimes.
The mafia has a word for this: extortion. Except in this case, the mafia are the potential criminals, and the neighborhood business owners are the D.C. government.
Under the measure, which still has to be approved by the mayor, city officials would choose 200 people a year that they consider to be at high risk for committing or becoming a victim of a crime. ...

A friend that taught in an urban (100% black) district decades ago here in NJ wore a pin (shaped like a TV) with “Turn it off” across the screen; the kids were never reading - just watching TV all the time (something that is becoming more common across all races now),

$9,000 a year is clearly not a living wage. The plan is not fair unless the amount of extortion is subject to yearly increases based on the prevailing inflation rate.
On a curious note, Would the recipients be allowed to commit various misdemeanors without jeopardizing their extortion benefits?
Do you remember, years ago, when the government paid farmers not to raise hogs? They were referred to as “not hogs.” There was a joke about the farmer who was paid, on the basis of the capacity of his pig pens, not to raise 100 hogs. So the next year he enlarged his pig pens so he could not raise 200 hogs.
That was bad enough when the government actually HAD money. Now most cities are on the verge of bankruptcy.

Keep in mind the sampling was just 45%, they originally committed 25,900 crimes, when placed on early release under ‘community’ supervision for parole and probation they then committed another 74,400 new crimes. Just adding up the original 45% adds up to 100,300 crimes, and many times more that in victims. As there are multiple people affected when a child is raped or a person murdered.
None of this reflects Plea deals. In most states serve rate is 30% of sentence because of over crowding. Then there is Hierarchical Counting. Kidnap, rape, rob, kill a woman..Only the killing is counted as the crime. Flush the other 3 down the stats toilet.
This will make snitching even more hazardous.
