according to the Canadian citizenship act of 1947 , Cruz is a NBC of Canada. It should be mentioned that there are some who believe that no statute can actually confer the natural born status as it is a product of nature, not the will of men.

This is discussed in the New Englander and Yale Review Volume 0003 Issue 11 (July 1845) where it is stated:

It is the very essence of the condition of a natural born citizen, of one who is a member of the state by birth within and under it, that his rights are not derived from the mere will of the state.

Canada has no control over Ted Cruz, it is American law that controls his status. No foreign law can supersede or raise a conflicted question about an American’s status based on American law.

As US citizens, each citizen is a sovereign (as opposed to other countries where just the king, or queen or whatever is the sovereign) and foreign laws concerning citizenship have no hold over us- Another country can claim whatever they like, but as sovereigns, children born to a US sovereign parent anywhere on earth get NBC citizenship by descent
