Something that I don't think anyone's mentioned. We have more than one enemy. One of them could set off a nuke in the USA and the immediate reaction would be to blame it on ISIS. Since we've never observed an open-air test by the Paks, by Iran, or by the Norks, we have no idea what their fallout signatures would be.
