(Caveat: My last contact with them was 35 years ago.)

"Doctors Without Borders", or "Médecins Sans Frontières" as they are known in most of the world by their French name, was founded in Paris on 1971.

They are French, therefore they do everything differently. "Vive' la France!" They don't particularly like Americans or the British. All the Third World is oppressed and innocent. They are socialist. Good intentions count most of all.

On the positive side, they have some good, genuinely caring medical personnel who do help a lot on the local level. However, their world view disrupts a lot of the good they do.

Case in point - 1980-81, severe famine in East Africa, particularly NE Uganda (Karamoja). Relief workers from many organizations and countries cooperated to feed the starving. All of the organizations had a "food for work" policy. This policy had several purposes.

1)The work had to be onerous enough so that as soon as it was possible to survive on the local economy, people would leave the feeding centers to avoid the work.

2)The women were put to work collecting firewood for cooking and hauling water for drinking and making cornmeal porridge.

3)The men were assigned to projects digging latrines, making rainwater run-off catchment dams for local livestock and repair & upgrade of the dirt roads. The road work was absolutely essential so that the lorries transporting relief supplies could travel, especially in the rainy season.

Once the rains started, the road sections for which MSF ("Médecins Sans Frontières") was responsible turned into a quagmire and were almost impassible. Why?

"These poor people have nothing! How can we make them work?" had been the MSF mantra, the natural result of their world view.
