Europe goes to DEFCON 2, and you disperse by giving an NCO and a couple of privates a jeep and a nuke, telling then to hide on the backroads of Germany, until they need to fire it.

Dehumanization of enemies has always served a purpose. It allows a moral and righteous person to defeat his enemy without nightmares. Yes, and being able to turn it off quickly when hostilities are over is an equally important skill. Tribes that couldn't got themselves killed off as much as the tribes that couldn't turn it on.
