I’m wondering what new policy or standard of proof Michigan has implemented that caused this?

What? What's the unemployment rate in Detroit?
I'm suspicious. You mean all those muzzies in Dearborn have jobs?

What did they do? Change the meaning of “collecting unemployment”?

How many more people in Michigan are on disability now than in 2009?
How much lower is the labor participation rate in Michigan than in 2009?

But Owens said some people may have had their unemployment benefits exhausted and no longer are receiving them.
May have? Gee, ya' think?
And how many thousands moved out of state during the same 2009-2015 time frame?

This ‘reduction’ can only be significant if there is a corresponding increase in the total number of people employed.

Hey, give the dimocraps enough time and they will snatch defeat out of the jaws of victory if you give them enough time. Unemployment, food stamps, WIC, aid to dependent children, these have all grown to become "generational entitlements."
I remember living in Michigan in 70's and one of my uncles was let go from his factory -- He was "ashamed" to have to collect unemployment, he was literally ashamed and worked every odd farm job he could find until he found a more stable factory job in order to NOT have to accept unemployment. That lesson left an indelible mark on this young man's life, one that I will never forget. Where have those times gone. Where are those men today?

If the unemployment rate is 4 percent and increases to 6 percent that may not seem like a big increase, only 2 percentage points. However, it can produce a significant increase in claims numbersa 33 percent increase in this example.
Wouldn’t a change from 4% to 6% be an increase of 50% in claims not 33%? No wonder we have such a hard time understanding their numbers and math!

This may mean nothing more than they have exhausted their unemployment benefits and were dropped from the rolls. Happens everyday all across America and the demonrats point to it as a success.

Michigan had about 55,000 fewer people in 2010 than in 2000, the only state to decline over those 10 years. (They paid people to bring rental trucks back to Michigan.)
Many have retired onto SS or gone onto disability.
Many ran out of unemployment.
Some are now welfare students.
Many are working for much less now.
