Laws are based on cultural values. Cops enforce those laws, and indirectly, the cultural values on which they are based.
The “urban” culture is simply an anti-Western culture,
and they resent having enforcers of Western culture in their neighborhoods.
I don’t know what their “laws” would look like if they had their “own” doing the enforcement,
but I think we have several examples in Africa that shows what the result would be.
A person who wants to do something with his or her life -finds a way.
A person who does not- finds a damn excuse.
