Something is missing in this article...like IF the proposed law was ever adopted. Nowhere in the article do I find where it was law, only proposed in 2005.
Guess I’ll go look it up.

Bureaucratic rules are not laws passed by Congress. They are supposed to detail how Congress’ intent is to be carried out.
