-even drivers licenses aren't covered --are the result of a state compact to which all belong---

VT, AK, AZ, WY and AR: Aren't they unrestricted-carry states? How might a national reciprocity system deal with prohibited persons from those five states? Otherwise I'm all in favor of the idea.
