You are right, of course, “never let the bastards win” is a proper course to set.
However, if my child was in the equation then her safety would be more important than anything else to me.
Probably some poor social misfit who has no idea he’s freaking them out. Or an old lady.
Yeah, I’m thinking it’s an old lady who’s into doll making, thought she was being nice.
Sometimes when people get older they start giving away their things. So maybe these were from a collection of old dolls she had for some time and she’s just giving them all away at once.
It turns out that it was a sweet surprise gift from a nice lady in the neighborhood. Nothing creepy. Just some overactive imaginations.
ABC Wold News Now just had a quick blurb on this. Said that the intent wasn’t harmful.

Only two things in this world creep me out - clowns and porcelain dolls. Once my wife bought a clown porcelain doll at a yard sale - and when you pulled the string on its back, it moved. They all got a big old laugh out of it, but I wouldn’t have it in the house.
