Now what, deploy thermal imaging cameras at all power plants and sub stations combined with our own snipers?
There are numerous simple little things one could think of that would be considered a major attack.

You call it right! It it is a very simple and yet effective plan the like of which the muzzies have shown they can do very effectively. stboz called it you don't need a nuke to cause catastrophic damage and choas. Look how simple the attack on 9-11 was. If you had planned to do what they did with explosives imagine what it would have took to accomplish such a attack in just the logistics. Such a plan would have been very complex and would have had a good chance discovery. They solved it by not coming up with a bigger more complex plan, they accomplished it by thinking simpler.
