This is rather interesting. I wouldn’t think using a mid-term election would be a good idea, as I would expect them in general to be more +GOP than presidential election, and particularly so when a Dem is president.
It seems to me that 2000 and 2004 would be good guesses as to turnout. 2008 seems like an outlier.
