Not true in Sacramento county at least. The current sheriff changed the default from “don’t issue” to “do issue”. Not 100% because he says they still deny people who have frequent run ins with the Sheriffs Department even though they may not be banned under the law, but it’s much easier than it was under the last sheriff.
Since it’s in Kaliphorniastan the directions must be in Vietnamese, Chinese, Japanese, Lithuanian, Polish, Russian .... but I digress.
