The person authorized by law to verify facts - and required to certify that verification - disagrees with the people spouting off to the media.
So who you gonna believe? The person who is bound by law, authorized to make the disclosure, and swears that he has kept the law.... or the same windbags who have been caught not only lying to the media but also going so far as to fabricate multiple documents in order to deceive the public?

Look at the dog pictures on the right. See how as the image is compressed more and more, you lose details.
This is what happened to the green background layer.
The text layers were compressed using a different method so they would lose less detail since for most scanned documents you can afford to lose detail in the images and graphics but you want text to remain sharp and clear.
