Look at the dog pictures on the right. See how as the image is compressed more and more, you lose details.
This is what happened to the green background layer.
The text layers were compressed using a different method so they would lose less detail since for most scanned documents you can afford to lose detail in the images and graphics but you want text to remain sharp and clear.
You’re grasping at straws. You don’t know what is different about the security background that the White House image uses. Neither did the forger, and that is Obama’s problem. lol
