Sealed OLFBC due to an adoption may be obtained by adult adoptees in some states. To minimize the risk the OLFBC will marked with a statement indicating it is not a legal document.
In Alabama, an unsealed OLFBC is clearly marked with "THIS IS NOT A LEGAL DOCUMENT" to prevent it from being used as identification.
Obama had to edit his OLFBC before posting it to remove "THIS IS NOT A LEGAL DOCUMENT" from it so he could continue the lie he was not adopted by Lolo Soetoro.

It would be interesting if an adopted Hawaii person who was born or adopted around the same dates as 0 possibly was could get their adoption b.c. and see where the stamp usually goes.
Then compare to the online 0 document and see if the messed with pixels correspond to something having been stamped across it.
