GENERAL OVERVIEW
The Clinton Administration has weathered a series of scandals. Viewed individually, each scandal does not appear to be a threat to the stability of the country or to the welfare of the American people. Viewed individually, each scandal can purportedly have an "innocuous," if sometimes awkward, explanation accommodating the known facts. More often than not, the explanation continuously evolves, particularly when new revelations cross outside the boundaries of the "official" story. Because the initial presentation of the facts, or the initial explanation of the facts, can diametrically oppose the full story upon its conclusion, this report will make every effort to present only the facts. The evidence suggests that the individual scandals are not disconnected; they are sewn together by three common threads:
In each area, the White House directly intervened to change policy. In each area, their intervention resulted in policies which benefited campaign contributors (foreign or domestic) and endangered National security or harmed American interests. The evidence will show that the Clinton Administration was complicit (1) in the transfer of technology to countries which are considered a strategic threat, or which engage in the proliferation of weapons of mass destruction (WMD) to countries which are considered strategic threats, and (2) in abusing the power of the Executive Branch for personal and foreign gain.
