The US Naval Academy and the US Navy do not teach or enforce ship handling skills and discipline as well as merchant marine academies and merchant ship owners. My father was a graduate of the US Merchant Marine Academy at Kings Point, an institution with a strong focus on the academic and practical skills needed to safely and effective handle ships.
As a Third Mate on his first trip to Europe in the late 40s, my father was trusted with navigating his merchant ship at night through the busy and fogbound English Channel -- without radar. He did so without incident and had an exemplary record as a merchant marine officer and as a naval officer during the Korean War. Merchant marine academy graduates continue to be prized by the US Navy for their ship handling skills.

USNS Alan Shepard
In
July 2023, Alan Shepard entered a shipyard in Al Hidd, Bahrain, and on 15 July, while leaving the shipyard, she ran aground. None of the approximately 85 individuals on the ship were injured in the accident. The next day, tugboats refloated Alan Shepard.
An inspection after the accident revealed that Alan Shepard was not significantly damaged.

I think these officers were not US Navy but Merchant Marine officers since it was a USNS. Still doesn’t make anything better, just clarifies.

Captains are allowed to eat. That’s why there’s 1st 2nd and 3rd officers. 3rd officer screwed up. Captain left somebody who had presumably earned the rank on the bridge, that’s supposed to be OK.
