THEY ARE PREEMPTION AS A DOCTRINE, AND THEY ARE REGIME CHANGE. I WOULD JETTISON THEM, REPLACE THEM WITH PREVENTION AND CONDUCT CHANGE, AND I WOULD UNMUTE THE MUTE BUTTON. There would be no more checks and balances.
