On top of that, this Keystone Kop tried to frame his victim by placing his Taser next to him and claiming that he shot his victim because the victim tried to take his Taser. He is a disgrace to the uniform and should be given either death or life in solitary.
On a CBSN video, it clearly shows the victim was still attached to the wires of the taser when he started to run away. Not sure how much a taser can be a threat to an officer's life at that point.
